i. basic situation of daqing city
大庆位于黑龙江省西部、松辽盆地北部，地处东北亚腹地，是哈长城市群区域中心城市。大庆是先有油田，后有政府。1959年发现油田，1960年开展石油会战，1979年国务院批准建市。幅员面积2.1万平方公里，常住人口320万，现辖萨尔图、让胡路、龙凤、红岗、大同5个行政区，林甸、杜尔伯特、肇州、肇源4个县，1个国家级高新技术产业开发区、1个国家级经济技术开发区。
daqing is located in the west of heilongjiang province, the north of songliao basin and the hinterland of northeast asia. it is the regional central city of harbin-changchun megalopolis. daqing has petroleum fields before the government. the petroleum field was discovered in 1959, the petroleum battle was launched in 1960, and the state council approved the establishment of the city in 1979. with an area of 21,000 square kilometers and a resident population of 3.2 million, it now has jurisdiction over five administrative districts of saertu, ranghulu, longfeng, honggang and datong, four counties of lindian, duerbote, zhaozhou and zhaoyuan, a national high-tech industrial development zone and a national economic and technological development zone.

大庆处在全省经济密度最高的哈大齐工业走廊中间位置，是连接吉黑和绥满通道的重要组成部分，也是全国区域级流通节点城市、中蒙俄经济走廊龙江丝路带和哈长城市群中的重要节点城市。目前已与省内哈尔滨、齐齐哈尔、绥化和吉林松原等城市形成了1小时经济圈，经由内通外畅的水陆空立体通道，能够通达全国和东北亚地区主要城市，在区域竞争中具备一定有利条件。
daqing is located in the middle of the harbin-daqing-qi industrial corridor with the highest economic density in the province. it is an important part of the corridor connecting ji lin-hei longjiang and suiman channel. it is also an important node city in the national regional circulation node city, the longjiang silk road economic belt in the china-mongolia-russia economic corridor and the harbin-changchun megalopolis. at present, it has formed a one-hour economic circle with harbin, qiqihar, suihua, songyuan, jilin and other cities in the province. it can reach major cities in the whole country and northeast asia through 3d water, land and air channels with smooth internal and external connections, which has certain favorable conditions in regional competition.

大庆拥有草原544.5万亩，天然牧草资源非常丰富。现有森林409.5万亩，森林覆盖率达到了12.87%。坐拥204个百亩以上湖泊，有各类湿地747万亩。湿地中生存着天然植物509种，还有丹顶鹤、黑鹳、东方白鹳等国家一级保护鸟类和天鹅、灰鹤、蓑羽鹤等国家二级保护鸟类。

大庆地处北温带大陆性季风气候区，呈现“春暖春旱多风，夏炎夏雨不均，秋爽秋温急降，冬寒冬长少雪”的典型四季气候特征。全年平均气温4.2℃，平均无霜期153天。雨热同季，年均降水量427.5毫米。大庆天蓝水碧，空气清新，年空气质量优良天数达到340天以上，各项指标优于国家标准，大庆连续获得全国文明城市、国家环保模范城市、国家园林城市、中国优秀生态旅游城市等称号。
daqing is located in the continental monsoon climate zone in the north temperate zone, which has the typical four-season climate characteristics of "warm spring, dry spring and windy spring, uneven summer rain, cool autumn and sharp drop in autumn temperature, and long winter and less snow". the annual average temperature is 4.2℃ and the average frost-free period is 153 days. rain and heat are in the same season with an average annual rainfall of 427.5 mm. daqing has blue sky, blue water and fresh air. the number of days with good air quality has reached more than 340 days per year. all indexes are superior to the national standard. daqing has successively won the titles of national civilized city, national environmental protection model city, national garden city and china's excellent ecotourism city.

大庆是重要石油石化基地和新兴的工业城市，经济总量在黑龙江省地市中位列第2位，是龙江振兴发展的中坚力量，在全省经济格局中举足轻重。

2019年，在宏观经济下行压力加大的情况下，经过全市的共同努力，主要经济指标增长上扬。全市地区生产总值增长4%，公共财政收入增长8.8%，固定资产投资增长8.3%，社会消费品零售总额增长6%。现代农业持续发展，增加值增长了3.4%。克服了局部内涝影响，粮食总产量达到了90.6亿斤，粮食安全市长责任制考核排名全省第一；“两牛一猪”规模养殖场发展到311个，标准化养殖比重提高到了71%。工业经济活力增强，全口径工业增加值增长了1.5%。创新实施“三百行动”，开工建设投资500万元以上产业项目228个，“百项”重点产业项目完成投资184亿元，其中省百大项目的投资完成率位列全省第一、完成投资额位列全省第二；“百企”实现产值950亿元、增长了9.5%，新增规上工业企业87户；“百项”招商签约亿元以上项目125个，实际到位资金367.5亿元。服务业加快发展，增加值增长了6%。机场旅客吞吐量达到了85.8万人次，龙工场跨境电商平台建成投用，全市进出口贸易总值连续5年保持全省第一。

当前，大庆正顺应人民群众对美好生活的新期待，坚持以增强群众获得感幸福感安全感为目标，持续改善均衡普惠的民生福祉。2019年，全市民生领域投入资金247.8亿元、占公共财政支出比重达到了78.4%，城乡居民人均可支配收入分别增长了5.4%和8.7%。就业创业形势向好，驻庆高校有1926名毕业生留庆工作、增长了80%，6847名就业困难人员实现就业，城镇登记失业率控制在3.2%以内，市场主体同比增长了11.4%。推进全民参保计划，社会保障扩面提标，健全了涵盖特困人员供养、困难群众帮扶的“12+1+n”社会救助体系，城乡低保实现了“十五连增”。社会环境安定有序，妥善解决了部分历史遗留问题和信访积案，全市刑事立案总量、八类案件全部降至10年最低，全年安全生产形势总体平稳，未发生重特大安全事故，社会大局保持和谐稳定。

二、大庆重点产业发展潜力分析

（一）“油头化尾”产业
(1) "start with crude petroleum and end with chemical" industry
1、发展现状
1. development status
2019年，大庆油田实现油气当量4362.8万吨，“压舱石”地位稳固坚实。“油头化尾”产业板块基础更加夯实，已开工建设大庆石化千万吨炼油、大庆联谊550万吨重油催化热裂解、大庆炼化产品结构优化三个“油头”项目，正在谋划建设三个千万吨炼化一体化，预计到2025年，炼油规模从现在的1950万吨跃升到3000万吨。
in 2019, daqing oilfield realized 43.628 million tons of petroleum and gas equivalent, and the position of "ballast stone" was stable and solid. the foundation of the "start with crude petroleum and end with chemical" industry sector has been further consolidated. three "start with crude petroleum" projects have been started, namely, daqing petrochemical's 10 million tons of petroleum refining, daqing lianyi's 5.5 million tons of heavy petroleum catalytic pyrolysis, and daqing refining and chemical product structure optimization. three 10 million tons of refining and chemical integration are being planned. it is estimated that by 2025, the refining scale will jump from the current 19.5 million tons to 30 million tons.

（1）资源丰富。大庆蕴藏着丰富的石油、天然气资源。石油属于低硫石蜡基型，是理想的石油化工原料，累计探明储量67亿吨，天然气累计探明储量3122亿立方米。到2030年乃至较长一段时期，大庆油田仍将保持4000万吨以上的油气当量，大庆仍然是全国重要的油气生产基地。中俄原油输送管线全线贯通，原油输送能力达到3000万吨，中俄天然气管道东线正式供气，俄气输送能力达到380亿立方米，大庆能源供给地、集散地的战略地位进一步巩固提升。
(1) abundant resources. daqing is rich in petroleum and natural gas resources. petroleum belongs to low sulfur paraffin-based type, which is an ideal petrochemical raw material with a cumulative proven reserve of 6.7 billion tons and a cumulative proven reserve of 312.2 billion cubic meters of natural gas. by 2030 or even for a long period of time, daqing oilfield gas still maintain a petroleum and gas equivalent of more than 40 million tons, and still be an important petroleum and gas production base in the country. the sino-russian crude petroleum transmission pipeline is fully completed with a crude petroleum transmission capacity of 30 million tons. the eastern route of the sino-russian natural gas pipeline is officially supplied with gas with a russian gas transmission capacity of 38 billion cubic meters. daqing's strategic position as an energy supply and distribution center has been further consolidated and improved.
（2）机遇难得。2016年，习近平总书记对黑龙江两次重要讲话中指出“大庆是全国的标杆和旗帜，大庆精神铁人精神激励了几代人”“要以油头化尾为抓手，推动石油精深加工，推动油城发展转型”。2017年8月18日，省委书记张庆伟主持召开专题会议，贯彻落实习近平总书记关于“油头化尾”重要指示精神，将大庆“油头化尾”产业发展上升为省级战略。2017年9月25日，中国石油天然气集团公司与黑龙江省人民政府签署《〈深化战略合作框架协议〉补充协议》，中石油同意启动大庆石化炼油结构调整转型升级项目，并将新增乙烯、丙烯、甲苯和混合二甲苯等化工原料留给地方发展下游加工产业，支持大庆石化产业基地建设。2018年7月7日，大庆市政府与石化公司、东北销售三方签署了《大庆石化炼油结构调整转型升级项目新增原料供应框架协议》，约定自大庆石化项目投产之日起，石化公司每年供应94万吨基础化工原料以及优化增产的全部乙烯，并提供运费减免优惠政策。
(2) opportunities are rare. in 2016, general secretary xi jinping pointed out in two important speeches to heilongjiang that "daqing is the benchmark and banner of the whole country, and the iron man spirit of daqing spirit has inspired several generations" and "we should take the start with crude petroleum and end with chemical as the starting point to promote the deep processing of petroleum and the development and transformation of the petroleum city". on august 18th, 2017, party secretary zhang qingwei presided over a special meeting to implement the spirit of general secretary xi jinping's important instructions on "start with crude petroleum and end with chemical" and elevate the development of daqing's "start with crude petroleum and end with chemical" industry to a provincial strategy. on september 25th, 2017, china national petroleum corporation and heilongjiang provincial people's government signed the “supplementary agreement to the framework agreement on deepening strategic cooperation”. petrochina agreed to start the daqing petrochemical refining structure adjustment, transformation and upgrading project, and left the newly added chemical raw materials such as ethylene, propylene, toluene and mixed xylene to the local development of downstream processing industries to support the construction of daqing petrochemical industry base. on july 7th, 2018, daqing municipal government, petrochemical company and northeast sales signed the "framework agreement on supply of new raw materials for daqing petrochemical refining structure adjustment, transformation and upgrading project", which agreed that from the date when daqing petrochemical project is put into operation, petrochemical company would supply 940,000 tons of basic chemical raw materials and all ethylene that would optimize and increase production every year, and provide preferential policies for freight relief.
（3）基础雄厚。大庆是全国重要的石油石化生产基地，现有石油石化企业500多家，规模以上企业71家，产值百亿以上企业3家，亿元以上企业28家。形成了1820万吨原油加工能力，120万吨乙烯、200万吨合成树脂、16万吨顺丁橡胶、45万吨润滑油、9.5万吨腈纶、16万吨聚丙烯酰胺、20万吨丁辛醇、50万吨合成氨、76万吨尿素等产品生产能力。
(3) strong foundation. daqing is an important petroleum and petrochemical production base in the country. there are more than 500 petroleum and petrochemical enterprises, 71 enterprises above designated size, 3 enterprises with an output value of over 10 billion yuan and 28 enterprises with an output value of over 100 million yuan. it has formed a processing capacity of 18.2 million tons of crude petroleum, 1.2 million tons of ethylene, 2 million tons of synthetic resin, 160,000 tons of cis-polybutadiene rubber, 450,000 tons of lubricating petroleum, 95,000 tons of acrylic fiber, 160,000 tons of polyacrylamide, 200,000 tons of butyl octanol, 500,000 tons of synthetic ammonia, 760,000 tons of urea and other products.
（4）人才富集。拥有中高层次专业技术人员和管理人员近2万人，石化从业人员5万多人。拥有东北石油大学、中国石油大庆化工研究中心、大庆应用技术研究院等12家石油化工类科技研发机构，汇集了200多名博士、1200多名硕士，每年培养石油化工领域毕业生4500多名。

（5）承载力强。大庆高新区作为全国唯一依托石油石化资源辟建的国家级高新区，建有兴化、宏伟、林源3个国家级专业化工园区，总规划面积122.1平方公里，已开发面积27.78平方公里，入驻企业近300家，产值规模近千亿元，供电、供热、供气、原料输送管廊等公用工程配套完善，具有较强的承载能力。其中：兴化园区产业定位为千万吨炼油基地、石化副产深加工、海外馏分油化工利用、树脂深加工以及乙烯和丙烯、芳烃精细化利用发展区；宏伟园区产业定位为千万吨炼油基地、油田化学品、天然气化工、石化产品深加工发展区；林源园区产业定位为煤化、油化创新技术的创新发展区，重点发展油—煤—化产业项目。大庆高新区入选中国石油和化学工业联合会发布的“2019中国化工园区30强”名单，是黑龙江省唯一入选园区。

我市供热价格分为居民与非居民两类，均按照建筑面积收费。非居民供热分为商服、公建两类，其中商服包括商业、饮食业、服务业、营业性文化娱乐场所、修理行业的对外营业面积部分及经营性车库等，公建包括除居民、商服以外的其他建筑。

1、宜居功能日趋完善。大庆油田开发建设初期是围厂建房、依矿而居，如今是依水建城、伴绿而居，2019年植树造林400万株，新增绿化面积120万平方米，城市色彩更加靓丽。环卫保洁更加精细，城市环境综合整治定量考核连续多年位居全省前列，两度荣获“中国人居环境范例奖”。体育场、体育馆、游泳馆、速滑馆等城市标志性现代文体场馆功能齐全，休闲健身和时尚娱乐活动场所功能完善。大庆位列2019年中国宜居城市竞争力排行榜第26位。

2、医疗卫生发展迅速、体系健全。全市有各级各类医疗卫生机构1411所，其中三级以上医院8所。尤其是“开放办医”，5所三甲医院与解放军301医院等70多所国内外名院开展协作共建，并联办开通远程会诊中心。医疗服务明显提质，异地直接结算定点医疗机构扩大到86家，9个县区全部建成省级慢性病综合防控示范区，大庆连续第四次获得国家卫生城市荣誉。
